Koenma sits beside Botan and plays the tape. He turns to his kid form so he could have better control over his mood.
The video starts with a hilarious animation were can be read "Koenma Productions":
-Hahaha, hey, Koenma, you have made it in your child form, haven't you?- Kurama smiles.
-My productions are all very professional, deal with it!
In the following scene, Koenma appears over the city hall building, so the cityscape is now his background. He is shown in a small square in the corner of the screen, in his adult form, as a kind of storyteller. The clip shows images from Yomitan before Yomi had been elected:
-"This was Yomitan before Yomi had been put in charge. A chaotic, depleted, dark city where corruption and crime ruled over the population ... "
Footage of traffic jams, bad sanitation, frequent black-outs, and gang-robbery are shown. All the streets were desert, the city was a massive playground for criminals. Koenma haven't censored very shocking scenes presented in the video;
"-I requested my father to not send Yomi back to the hell, instead, offer him the chance to save this place, as he has pleaded me a second chance..."
There were some minor clips ahead showing Yomi arresting or killing some members and leaders of criminal factions which brought terror to Yomitan at the time. This information has never been made public before and no one realized Yomi did that as he had never told someone about, at the time, speculations concluded that the factions have been in war with themselves until they have annihilated each other. Konema narrates the video:
-"Yes, Yomi is the only one who started to bring some peace to Yomitan taking advantage of his youkai powers. A plus point for a newcomer that could have killed innocent people or joined a faction, instead of protecting the very society which could have rejected him.".
-Whoa, Yomi! You are an anonymous hero in Yomitan!- Kurama praises and hugs him harder.
-Yes, and I prefer to remain unknown...
The video keeps going on:
-"Yomi realized that the political establishment was the big issue, and decided to take action about it. He ran for election four times, an excellent opportunity to gain experience and have a broader knowledge about the problems the city was facing..."
Kurama now appears in the video:
-"..and then, things started to get better. Luckily, Kurama and Yomi crossed the same path again. Kurama's intentions were not good initially because an act of vengeance has been carefully planned by Youko to stop Yomi permanently, taking advantage of his blindness."
The video shows Kurama intending to stab Yomi on the back, who could not realize anything:
-"..but Shuichi stopped Youko, and the plot has been twisted. A tragedy was avoided. Shuichi had some experience involving planning, he knew what problems he would face. With determination and under the approval of the citizens, who were suffering from the abusive taxation and lack of representation, they "rebooted" the city hall hierarchy and structure. Yomitan requested secession from the country to be an autonomous city so it could have its own legislation. The staff working on the public sector decreased from over 250,000 people to just 4000. All the property and land owned by the city hall was sold, and most services were privatized. The average tax over income for the poor has been reduced from 40% to just 2% in just six years. With a smaller state to sustain, Yomi was able to invest heavily in infrastructure. This was his first stage of governing plan. In the following stage, the national fiduciary currency was abandoned, and a new currency was created, fully backed in gold. Its market value was very close to the American Dollar. The most blatant proof Yomi has changed was shown when he shortened the rule term from 25 to 10 years, two years after being put on the office. And consecutive re-election is not allowed since then. If Yomi did not have changed, he would have never approved such laws. In the third stage, a new tax cut was done via smaller salaries to the public sector staff, now earning wages very close to the ones paid by private companies for the same job. Yomi faced protests and strikes by the public servers and unions but managed to solve this problem wisely, leaving to the general public to work out if such attitudes were moral or not. Yomi has and will have a large approval from the people by many years as, through his simplicity and transparency, he gets all the trust he needs without having to promise nonsense to the population, which now have a very high living standard. Enma Daioh, hear me, Yomi is now able to walk alone anywhere anytime on Yomitan without being criticized, and when he is criticized, he answers and behaves very calmly because he has full control over himself. Actually, his opposition now is seen as an enemy by the people."
The video changes now, and a cartoon of Yomi and Shura appears;
"Of course I could not stop talking about the changes Yomi made to himself and his son. Yomi began with many difficulties, starting with factors over which he had no control. The density of air on Earth is much different than in Maikai, where the sound moves at different speeds. Yomi had to adapt himself to live on the Earth, and could not even rely on Shura for it, though he was his son, he was dangling dangerously to the side of the evil, which in fact was the original desire of Yomi. He did not get anyone's help until Kurama appeared, and yet, as well as being able to contain his son, he managed to hold back his own desires.
As things got better, he was able to dedicate himself to taking care of Shura and educate him. A hard task, because Yomi would have to defeat his own project of an empty heir, without any compassion, not even with his own father, which he came to achieve later with the help of his friends of the spirit world, who were allowed to live with him.
In Yomitan, some neighboring cities also asked for independence and they united with Yomi, forming a small country, that also is called Yomitan. This organization raised the standard of living of more than 20 million people, more than half of these people lived in terrible and precarious conditions ... look at the good things Yomi did!"
The background darkens, and the camera closes in Koenma;
-"In the face of all that has been exposed here, I have no doubt Yomi must be forgiven. He saved an uncountable number of lives in these test years. And his effort was Pharaonic, after all, he was one of the three kings of the kingdom of darkness. Please, father, be courteous and do the right thing."
The video ends with a fade-out effect. Koenma returns to his adult form, and immediately goes to a spot where Enma can see him;
-And then, Father, what do you have to tell? Do you want me to seal the temple?
-Yomi can stay on Earth ... but with reservations. Do not let it go, Youkai, or you'll have to face my anger again!
Yomi collapses into tears. Kurama and Botan help him to stand up;
-It's okay, Yomi ... you got approved, despite the fright ...- Kurama caresses his face.
-I ... I just know we're not going to be further away, Kurama ... NEVER !!!
Yomi hugs Kurama tightly, and he repeats the gesture, laying his face on Yomi's chest, which caresses the back of his neck;
-I need you, Kurama... do not walk away, do not leave me alone...
-I'll always be very close to you, Yomi...
The scene touches Botan and Koenma. They, on the other hand, are extremely happy to know that Yomi's entire rehabilitation process has worked and that all the work and energy expended have been justified in the long run.
Enma Daioh does not feel anything when seeing the scene;
-Pathetic ... how fragile they are, even one of the most powerful Youkais ever is charmed by a human...- Enma thinks.
